Last autumn primary heads claimed schools were doing their best to help the most vulnerable families but were hampered by the lack of support for work outside school.

Psychological services were thin on the ground, as were access to anger management, counselling and befriending services, and family support. It was nearly impossible to negotiate time from community police officers, social workers and young people’s support teams, Kay Hall, president of the Association of Head Teachers in Scotland, said.

Jim Dalziel, principal of Eastbank Learning Community in Glasgow, said:

“The ICS project is a kick-start that has shown what is possible. Judgments should be made on their potential rather than branding them as a success or failure.”
