3 Colleges to be judged against similar colleges rather than those with a very different profile.

4 Ways of measuring the “value added” to all learners on all courses are developed, as well as recognition of partial achievement.

5 Lighter touch inspection for those colleges where the quality of provision is consistently high.

6 Greater use of institutional self assessment and other documentary evidence from auditors, the LSC and student surveys.

7 Grades for leadership and management to be consistently applied to reflect improvements in student success.
