Directors of education met in Dunblane last weekend for their first conference since reorganisation
Local government will be forced to undergo a further reorganisation under a Scottish parliament, Ian Smith, chief executive of Dumfries and Galloway and chairman of the chief executives’ national organisation, told directors.
Mr Smith predicted that a Scottish parliament would wield executive powers and want to control the commanding heights.
The experience of New Zealand had demonstrated that councils did not need to run services such as education, police, health care and social services.
