Sue Carroll (“Reduction in red tape? Don’t hold your breath,” Fe Focus, September 22), questions whether the sector needs a new performance assessment framework to measure quality. The Learning and Skills Council believes that the answer is yes. The performance of colleges and providers, as measured by success rates and inspection outcomes, has increased significantly.

However, these do not demonstrate all of a college’s or provider’s performance. The Framework for Excellence aims to rectify this by giving greater emphasis and consistency to a number of responsiveness and financial measures. The intention is to provide a more comprehensive basis of assessment.
