The big, bigger, biggest question

I was intrigued to read the following descriptors of quantity in a primary school Office for Standards in Education report.

Can your readers place them in order of size and importance? And could the question form the basis for a key stage 2 test problem?

* large majority * significant numbers * substantial minority * very large majority * majority of pupils * large numbers of children No wonder confusion reigns!
