Eighteen years ago the Equal Opportunities Commission award-ed a Pounds 2,000 grant to the National Childminding Association to help it get started. Today the association represents more than 50,000 registered child-minders plus local authorities and parents and, in its 18th birthday year, is busy promoting the role of child-minders as educators in the crucial early years.
