Blame revisited

My first letter to be published in a national newspaper was in October 1999. In it I complained about Tony Blair’s use of the term “culture of excuses” to blame teachers for standards in education. This month Ed Balls used exactly the same phrase. After 10 years of central government diktats, isn’t it time for a different view of things?
