Bursaries fail to bridge the gap

Generous bursaries, usually offered by the most selective universities, are failing to attract poorer students, according to a study by the Office for Fair Access (Offa). It found young people from disadvantaged backgrounds were not influenced in their choice by the size of a bursary.
