EVEN MORE confusing is the state of play in Wales over pay by results. Rosemary Butler, chiropodist and education secretary, has been swearing blind for months that it’s nothing to do with her, and is all in the hands of a Mr Blunkett of London.

The Department for Education and Employment, meanwhile, has been referring questions about teachers’ pay in Wales to the Welsh Office.

The unons have been pouncing on the confusion to try to get pupils’ progress dropped from the list of standards Welsh members will have to meet to get their pound;2,000 pay rise.

Alas, the DFEE has decided to resolve the matter. Expect the annual rewrite of the teachers’ contract to feature a clause making crystal clear that it’s all down to Whitehall. At least they now know whom to blame.
