These posts, established following the protracted 1984-86 teachers' dispute, are widely judged to have failed to live up to expectations since they are regarded as the first rung on the promotion ladder.

Among the suggested alternatives are likely to be paying unpromoted teachers more after they complete a specific number of years in the classroom, or adding a staff training remit for which teachers would be given time off from class contact and paid extra.
