Primary school problems should not be tackled by taking funds from hard-pressed secondary schools, the Secondary Heads Association told Gillian Shephard this week. John Sutton, SHA’s general secretary, asked the Education and Employment Secretary to review the system which lets local authorities transfer money between sectors without consultation.
