SCHOOLS' failure to teach children to read properly is the main cause of a huge increase in the number identified as having special needs, according to a right-wing think-tank.

A pamphle for the Centre for Policy Studies claims that up to pound;7bn is being poured into the "black hole" of special needs, with little evidence of benefits.
