The Gopvenrment is urging local authorities to use children to trap shopkeepers who sell cigarettes to under-16s.

The new initiative to curb under-age smoking is a joint project between the Department of Health and the Deartment of Trade and Industry. The DTI is responsible for local trading standards officers who police sales to under-age smokers.
