Take the problem of the fat-clogged sewers under Soho’s restaurants.

Identify the problem, then discuss who might be responsible, giving reasons, such as “restaurant employees are putting waste fat down the drains”. Estimate the degree of responsibility that each party holds in percentages. Debate who should provide a solution, what it might be, and who should finance it. Finally, consider whether the solution would be fair.
