Universities will not be allowed freedom to set unlimited tuition fees, Deputy Prime Minister Nick Clegg has said. Mr Clegg said that a cap would be imposed on fees, contradicting one of the key recommendations of the recent report on higher education funding by Lord Browne. Mr Clegg's comments were criticised by the Russell Group of leading universities.
