PRESIDENT Clinton has called for unprecedented measures to hold USstates and school districts accountable for improvements, and reward them for results. The Education Accountability Act, proposed in Mr Clinton’s annual State of the Union address to Congress on Tuesday, would punish schools that do not comply with new accountability requirements by withholding their share of the federal government’s annual pound;10 billion education allocation.
