Constant moves ‘damage’ children;In brief

SOCIAL workers have been accused of damaging children in council care by constantly moving them from home to home. The local authority watchdog, the Audit Commission, says that some councils move at least a fifth of their children every few months between children’s homes and foster parents. Earlier this month the charity Barnardo’s said that “instability is the source of just as much harm to children in care as sexual abuse”.
