PLANS TO place the weight of the law behind devolved school management and school development plans are being hotly disputed by largely Labour-led councils. The Convention of Scottish Local Authorities says proposals outlined in the education White Paper, Targeting Excellence, are “unnecessary and counter-productive”. Councils also oppose any legislation to give HM Inspectors powers to inspect education authorities.
