Charles Clarke’s announcement that schools can, for one year only, use their devolved capital grants against the funding shortfall is beyond belief. Salaries and resources are to be paid for from funding earmarked for repairs and new buildings desperately needed in schools.
If education authorities are holding back funding to schools, then Mr Clarke should take the necessary action. But in many areas, the LEAs have passed on the funding and schools are still desperately short of funds.
This year school workforce reform is to take place. Can Mr Clarke suggest how this is to be funded?
