Youth crime could be cut by almost a third by targeting the worst areas of deprivation, according to the charity Crime Concern.

Its annual report published today says 2,000 urban estates in Britain have crime rates of between two and three times the national average. It believes offending among youngsters could be reduced by 30 per cent if schools ran community centres, and there were better pre-school education, community policing and security.
