Public services are failing disabled children, according to the Audit Commission. Its study Services for Disabled Children and their Families found access to services such as housing, education, leisure and social services, depends on where children live and how pushy their parents are.

Authors of the report say disabled children are prevented from leading ordinary lives because their real needs are not being met.
