EARLY education centres, the experimental schemes charged with raising pre-school standards, have attacked the Government’s plans for a pre-school curriculum. Sixteen out of 18 centres have written to ministers complaining that a separate key stage for children aged three to six will lower standards and create failures of children as young as five. Under the plans, children would be expected to reach 60 educational targets or “goals” by the end of their first year at school.
