Dissatisfaction with education in England is on the increase, accorrding to the local government Ombudsman. A total of 1,433 complaints were made in 1998-99, compared with 1,080 for the previous year. Complaints across the whole range of services covered by the Ombudsman increased from 15,645 to a record 15,869. In education, the most common gripe was about admissions, followed by school transport, special needs, grants and exclusions.
