Dr Bill Maxwell, pictured above at St Joseph’s RC High School in Newport, greeted guests at the launch of his report with a “bore da” in a broad Scottish accent. In his first major role as chief inspector, he referred to Wales’s coasting schools, raising a few gasps in the audience.

Dr Maxwell also called for an end to snobbery over vocationally led learning in schools.
