Sets out five outcomes for children: being healthy; staying safe; enjoying and achieving; making positive contribution; and social and economic wellbeing. Outlines common core of skills for those working with children. Led to Children Act 2004. Every Child Matters: Change for Children (48 pages) sets out how green paper policies will unfold.
