Children excluded from schools for violent or very disruptive behaviour cannot be brought back into the classroom against the wishes of headteachers, schools minister Jacqui Smith told the annual conference of the Professional Association of Teachers last month.

Undr the new guidelines, appeal panels should not normally reinstate a pupil who has been excluded for serious actual or threatened violence against pupils or staff, sexual abuse, selling illegal drugs or persistent and malicious behaviour, such as open defiance.
