A report by former No 10 policy chief James O’Shaughnessy has said failing schools should be turned into academies if they receive a “requirement to improve” from Ofsted. If there is no improvement after a second inspection, the schools should be obliged to join an academy chain. After a third poor rating, they should be handed over to an education management organisation that could run them for profit.
