* Failing teacher-training providers could be given a year to improve their courses before facing cuts in student numbers and funding.

The TTA is consulting on how to link grades from new-style inspections to allocations of places.

Mr Tabberer said: “It might be better to put right a provider with a previously good record than drive them out of the market and find someone new.”
