Welsh inspectorate Estyn claims poor leaders in post-16 education are often satisfied with the status quo. In its latest report, called Leadership and strategic management in the further education, work-based learning and adult community-based sectors, launched this week at Cardiff’s St David’s Catholic College, the inspection body hits out at a reluctance to change in the sectors. It also found that in nearly half of all work-based learning providers inspected since 2004, the quality of leadership had important shortcomings.
