That was the sight which greeted children at a primary school in Uganda earlier this month.
A local government official had been passing the school in his chauffeur-driven car when he spotted a teacher giving his class a sound whacking.
The administrator urged the driver to drive into the school compound, where he hopped out and demanded whether the teacher knew that corporal punishment was illegal in Uganda.
When the teacher admitted that, yes, he did, the official took justice into his own hands and caned him in front of his class.
