UN: The British Government has accused the United Nations and the European Commission of allowing in-fighting, lack of accountability and delays in distributing aid to hamper efforts to give every child in the world a primary education. In a strategy paper launched by international dvelopment secretary Clare Short on Tuesday, her department says that if the target of universal primary education by 2015 is to be met, UN agencies must show a “stronger commitment to measurable outcomes and joint working”.
