Business leaders doubt whether proposals to replace A-levels and GCSEs with a diploma will correct weaknesses in English education.
The Confederation of British Industry said it was “sceptical” that the diploma would improve the poor English and maths skills of many school-leavers while also identifying high-fliers.
But Mike Tomlinson, chairman of the Government’s 14-19 inquiry group, insisted the reforms would ensure more young people had a strong grasp of literacy and numeracy.
