For worthy though his modest proposals for primary and secondary schooling are, like nearly all the politicians and pundits that talk so much electoral humbug about education, he equates education with schools.
Like them, he forgets that there are nearly 4 million students in further education, plus another 1.5 million in higher education, in colleges and universities in the United Kingdom, many of which are indebted, threatened with closure, merger or virtual disappearance.
