The Scottish Executive is about to announce details of plans to extend free nursery places to “vulnerable” two-year-olds, using Glasgow, North Ayrshire and Dundee as testbeds.

The expansion will be targeted on parents who need extra help because of poverty, drugs issues or other family problems. An estimated 20,000 children in Scotland are being brought up by parents who are drug addicts.
