The city believes pupils must have more genuine choice and says parents have been “far too passive”.

“If their local school cannot offer a second foreign language, for example, we should be able to say to parents, ‘Here is a list of schools that do offer German, say, and what is more here is a free bus pass to get you there’, ” Dr Green said. But this required a “cultural and attitudinal” shift among parents who had to be prepared to switch between schools, a policy tried unsuccessfully by the former Strathclyde region.
