FRANCE Spectacular progress during the past two decades, which has seen the proportion of pupils passing the baccalaureat rise to about 70 per cent compared with 35 per cent 15 years ago, has reached a plateau, according to a Ministry of Education report. It also notes a growing disparity between the achievements of the best students, whose qualifications continue to rise, and those of the least successful, which are showing a downturn.
