The Green Paper on reforming the teaching profession in Wales, due early in the New Year, is expected to take a more conciliatory and consultative approach than the document for England.
But the differences are expected to lie more in style and detail than in the basic proposals. Ministers are keen to preserve teachers’ freedom of movement between England and Wales and this would be difficult if there were major differences in salary and career structure. Among the differences the Welsh proposals will need to take into account are that neither advanced skills teachers nor education action zones have been introduced in the principality.
Issues of pay and conditions in Scotland have been the subject of the Millennium Review. New proposals will be outlined in a white paper in the new year.
