One in 10 primaries and secondaries have set absence targets that are worse than their current position, the action group on standards was told.
A Scottish Office report said that “overall the national pattern of targets to minimise absence is positive”. But 219 out of 2,084 primaries have submitted attendance targets representing a higher rate of absence, as have 35 out of 357 secondaries.
Ministers want absenteeism cut from the current average of 10.5 days per pupil in primaries to nine and in secondaries from 21.5 days per pupil to 18.
