As in other areas, they appear to be a law unto themselves. The prep school scenario of an ageing board of governors appointing a head who then tops up the board with his own appointees as gaps appear is fairly common. To offer places on the board to elected representatives from the body of fee-paying parents is seen as a threat that is fiercely resisted.
