The Government’s attempts to intervene in the running of local education authorities is derided by Professor Michael Clarke, head of the school of public policy at the University of Birmingham. In a pamphlet for the European Policy Forum, Professor Clarke says the foray into Hackney depicted the hollowness of policy based on sanction by intervention. The problem, he says, is that governments want to claim they have changed the system, but schools remain the responsibility of local councils.
