Greater scrutiny for Welsh schools

New legislation in Wales will make it easier for the government and councils to intervene in failing schools. The School Standards and Organisation Bill, laid out last week by education minister Leighton Andrews, outlines a number of proposals to make schools more accountable and improve standards.
