HARRIET Harman, former social security secretary, is to head an independent commission on the future of childcare services.

The 13-strong panel, set up by the Kids Clubs Network and funded by PearlAssurance, will report in January 2001 on ways to take forward the National Childcare Strategy, which was launched by Mrs Harman in 1998, to deliver extra places for up to 1 million children.
