Headteachers have accused ministers of not listening to the School Teachers’ Review Body by failing to act on a recommendation to lift the ceiling on their salaries by up to pound;3,000. This would preserve the pay gap with senior staff who are likely to enefit from the new pay structure.

The proposal is not in the pay and conditions document now out for consultation. Ministers dispute that such a recommendation was made, but are to create a grant for heads’ pay rises for excellence.
