Education in Highland is strong, Audit Scotland says in its analysis of council services. Attainment is consistently above the Scottish average in all areas, including the proportion of looked-after children achieving Standard grades. The department has driven change and stimulated regular self-assessment and a focus on improvement, the audit watchdog says.
