ICT manager failed to support colleagues

An ICT manager who was appointed to improve a struggling department failed to support colleagues and to meet deadlines, the General Teaching Council for England has ruled.

Ian Bamborough was employed by Milton Park junior school in Southsea, Hampshire, to turn the school’s ICT standards around after it was ranked near the bottom of the exam league table in Portsmouth.

The GTC this week gave Mr Bamborough a conditional registration order after finding his professional conduct unacceptable.

Mr Bamborough will not be able to hold any post in middle or senior management, particularly an ICT post, without training.

During the hearing in Birmingham, the GTC heard that the Year 5 teacher had failed to assess the ICT training needs of his teaching colleagues and provide them with training since he began work at the school in January 2002.

Claire Stevens, headteacher, said that staff were concerned that they were not getting the required support from Mr Bamborough.

She said: “When they went to him he was off-site, he was busy, he would get back to them, or refer them to the deputy head.”

Mr Bamborough, who represented himself at the hearing, denied that he had not supported colleagues. He said that he had started to put systems for training in place but felt that he was fighting a losing battle.

“I was never able to do my job fully as the previous headteacher had responsibility for the task before I did, and many of my ideas were rejected,” he said.

“Given the opportunity to do so, I can make the changes needed, but when the necessary changes go back for at least six years, according to the Office for Standards in Education, it is not fair that the blame goes back to my door.”
