THE Office for Standards in Education’s school inspection regime is a “failed system”, Phil Baker, ATL Swindon branch secretary was expected to tell delegates. He is calling for a review into the value for money offered by the system and the use of the “drastic” terms special measures and serious weaknesses which he believes have only increased problems for schools already facing difficult circumstances.
