Brighton and Hove council has appointed its first ever children’s services commissioner. James Dougan, assistant director for children and families for the London borough of Islington, will commission children’s services on behalf of the council and the city’s primary care trust.

The post is jointly funded by the NHS and the council. Mr Dougan will work in the council’s children, families and schools department and in the trust’s senior management team from June.

The appointment coincides with the council and trust submitting a joint bid to the Department of Health to set up a pilot children’s trust which would merge the work of the two agencies.
