Justice system fails special-needs youth

Children with learning difficulties are more likely to go to prison because the youth justice system does not recognise their needs, a report by the Prison Reform Trust says. The study found that 23 per cent of young offenders have IQs of less than 70, and 25 per cent have special educational needs.
