Keith Geddes, president of the Convention of Scottish Local Authorities, said the fact that early intervention, study support, community schools and tackling exclusion had started out as local authority initiatives demonstrated the value of a diverse and robust local government.

Mr Geddes, a likely member of the Scottish parliament, said it would take time for Holyrood and the local authorities to build “a mature relationship based on respect and subsidiarity”.
