Landmark bill passed

India has passed a landmark bill providing free and compulsory education to all children aged six to 14, following a five-hour debate in its upper house of Parliament. Human Resource Development Minister Kapil Sibal said about half of India’s 200 million children were out of the education system. The All-India Primary Teachers’ Federation estimates two million more teachers will be needed in the next two to three years to meet the bill’s requirements.
